CANAL bought back by the protocol can only enter the port-building path. There is no path to sell it back to the market.
Ports interconnect and routing picks the best path. If the CANAL route is deep enough, it wins on its own. More ships, more paid, deeper ports.
The deeper the port, the steadier large orders are. Big ships show up, and the port gets deeper again.

Bought by the protocol at launch, all of it for ports: the CANAL side of the first seven, then ballast. Locked in the contract, only deployable into ports by rule.
