Port #100 is the watershed. Of the creator tax and of port fees: build 50, crew 30 until then; from #100 on it flips to crew 50, build 30, and the canal keeps digging past #101. The builders' 20 is the same in both phases. The switch is triggered by the onchain port count; nobody can bring it forward or hold it back.
